Ocean, Offshore, and Arctic Engineering Division

The Ocean, Offshore and Arctic Engineering Division (OOAE) is a technical Division of ASME within the TEC Sector. The mission of the OOAE Division is to promote technological progress and international cooperation in all areas of ocean, offshore and arctic engineering, and in the recovery of resources in hazardous, offshore and arctic environments such that safety, environmental and economic successes are achieved.

OOAE decides the venue of, and provides general guidance to, the annual International Conference on Ocean, Offshore and Arctic Engineering (OMAE).

OOAE also publishes the ASME Journal of Offshore Mechanics and Arctic Engineering.

International Conference on Offshore Mechanics and Arctic Engineering

Background

The activities of the OMAE Division started in the form of an annual conference. The first symposium was affiliated with the Energy Resources Technology Conference & Exhibition (ETCE), held in February 1982 in New Orleans. With time, the symposium rapidly grew into a major technical conference in offshore and arctic engineering with broad international support. Currently, the main event of the OOAE Division is the annual international conference, which is held in venues around the world.

The first OMAE conference held outside North America was in Tokyo in 1986, and it was a huge success. Since then, the conference venue has included sites in Europe, South America and Asia, in addition to multiple North American sites. With the merger of the OMAE and OE Divisions of ASME into the OOAE Division, the Ocean Engineering Symposium was added to the venue starting with OMAE '02 in Oslo.

As of 2009, the OMAE conference series is now known as the "International Conference on Ocean, Offshore and Arctic Engineering. However, the acronym OMAE was kept because of its name recognition in the engineering community.

Compared to the single symposium in 1982, recent conferences have nine regular symposia and often one or two special symposia. The conference has matured into a week long program. In fact, the co-sponsorship of many international professional societies shows that the OMAE Conference is recognized by the international technical community as an outstanding event.

Local Sponsor and Local Organizing Committee Roles

Each OMAE conference is jointly managed by the OOAE Division and a local organising committee, whose members will include the conference chair(s). The LOC must have the backing of a local organization or institution (the Sponsor) to be able to hold the conference. The Sponsor and Conference Chair(s) are required to sign a formal Memorandum of Understanding (MOU) that stipulates roles and responsibilities and the financial terms and conditions under which the conference will be held. Included in the MOU are financial liabilities and rewards that may arise from holding the conference. The MOU is co-signed by the Sponsor, the OOAE Chair, and ASME’s Chief Financial Officer. The annual conferences are organized into nine regular symposia focus on interdisciplinary innovative technical developments in the ocean, offshore and arctic areas. The regular symposia are:

Proceedings

A collection of proceedings is published from each annual conference to include all the papers presented at the conference. These proceedings can be ordered from ASME's web site http://www.asme.org/Publications/ConfProceedings/ . Each paper published in the proceedings must successfully go through a peer review process. The conference proceedings have been recognized for their quality and accepted for indexing by the Engineering Index and Compendex.

The OOAE Division's success is a result of the tireless and unselfish efforts of many members who have contributed their time in the organization of the OMAE Conferences and Symposia, activities and administration of the Division, Conference session organizations, authorship of papers in OMAE Proceedings and Journal of Offshore Mechanics and Arctic Engineering, and in reviewing articles. In addition to the awards presented by the OOAE Division, the ASME Board of Governors confers the Fellow grade of membership on worthy candidates to recognize their outstanding engineering achievements. Nominated by their peers, these Fellows have had 10 or more years of active practice and at least 10 years of continuous active membership. Many members of the OOAE Division hold this distinct honor. Purpose and Scope:

One of the premier international publications in the field of offshore and ocean-related engineering, the Journal of Offshore Mechanics and Arctic Engineering disseminates the current state-of-the-art and research activities. The Journal covers the current and future technologies of many innovative offshore, arctic, and naval structures. Its peer-reviewed Research Papers cover topics in the general area of offshore mechanics, arctic, and ocean engineering, including: ocean waves and associated statistics; design of offshore structures; fluid-structure interaction; floating production systems; offshore material performance and applications; corrosion protection and control; offshore structures and ships in ice; soil-pipeline interaction; risk analysis; ocean space utilization; ocean energy technology; dynamics of structures; ship motions, risers and moorings and cable dynamics; fatigue and fracture reliability and control; welding and NDT technology; offshore pipelines; offshore safety and reliability; and sub-sea technology.

The Journal emphasizes the fundamental and discussion mechanics of topics, rather than the applications and case histories, even though few of the noteworthy installations are covered from time to time. The Journal also tries to document significant developments in a related field or major accomplishments of a renowned scientist by programming themed issues to record these events.

The division has established eight technical committees headed by individual chairpersons. Each committee focuses on a particular area of ocean, offshore and arctic engineering. According to the bylaws, the OOAE Division operates at the committee and sub-committee levels. All professionals related to these fields are welcome to participate in these committees, to interact with their peers in their technical specialty, and to contribute to the activities of the OOAE Division.
